Dear Mr President,

We take this opportunity to inform the Government of the United States that the human shields in Iraq, a group of international volunteers, has installed citizens of your country and the citizens of more than 30 other countries at five sites in Baghdad.

  • The South Baghdad Power Station, Almasbah, near Alquit and Al Napatia Company, Baghdad.
  • The Taije Food Silo, Taije area, north Baghdad.
  • Jaizert (April 7th) Water Treatment Plant, 7 Nissan Project, Baghdad.
  • The Daurra Oil Refinery, Daura area, Baghdad.
  • Durah Electrical Power Plant, Durah, Baghdad.
  • You should be aware that each of these human shields has voluntarily installed him or herself on these sites in an effort to deter the aerial bombing of vital infrastructure without which normal civilian life cannot exist.

We remind your Government that under international law, to which the USA is party, it is forbidden to harm or destroy facilities which provide essential services to the civilian population.

We ask the Government of the United States to refrain from any act of aggression which could result in damage or destruction of such sites.

We also remind the Government that bombing of the above sites and other parts of Baghdad would endanger the lives of US citizens, other foreigners and the lives of innocent Iraqi people.
